The whole "/whois" details of the given user — Most importantly the ident and virtual host/IP address
the chat log
If possible, various nickname's the given user were using
Not forgetting important details about yourself:
Which IRC Network are you representing?
What's your position on that IRC Network?
Your Name / Nickname on that network?
Make sure you are submitting the E-mail through your official IRC organization E-mail address. — name@networkIRC.ltd
Messages coming from free E-mail providers such as: Hotmail, Yahoo Mail, Google Mail, AOL Mail etc will not be entertained and dropped into a cesspool.
We do not oversell or squeeze users on a server that utilizes approximately 70% of server resources
As for Virtual Servers, we go for providers that are reliable, with good reputation and permits the use of non-private Internet Relay Chat usage (compiles with the Acceptable Use Policy (AUP))

We do accept Server donations given directly by hosting companies. — The server should support IPv6 and rDNS with nothing lower then 512MB RAM, 500GB/m xfer and 100Mbps to 10 Gbps Port Speed
We do not accept server donations by a given contributor or member
We will not accept cash, bitcoin donations for any cause — However, we encourage to 'Pay It Forward'
There is a set quota — only x10 sign up approvals per day
It would take utmost of 42 Hours for an administrator to approve and create an account
We allow our users to have conversations about other (free/premium) BNC or Shell providers. — We will not put a duck-tape on their mouth or abuse the kick/ban command.
Channel OP (administrators) should not be OP'ed when away nor online; unless the need arises (banning spam/flood bots or change of /topic).
